There are many reasons for these decisions:
1. Shipping sources from different projects requires that both the licence
of the parent project and the shipped project allows this.
This is the reason why Atom is not shipped with SIESTA anymore. This is
explicitly mentioned by reading the README.ATOM
I do not know how did you understand I do not know how to install siesta.
Because I can write all steps of installing siesta without looking into
manual. But I know siesta includes lapack and scalapack. Then why does
siesta not include another essential package? Some years ago siesta
included also
