Here is a patch for the problem. I tried to commit it but am getting the
following error message:
svn: Can't create directory

In the beginning, the tar was extracted straight out of the udpcast
stream "tar -xf -" style.
The ability to use tmpfs for staging was added at the request of PNNL.
