I don't think it is actually documented anywhere. But its purpose is quite
simply to manage downloads Skim can do. The way it works is you drop or
paste a URL on the Skim icon or the download window. Or you can do it
through Applescript. Skim automatically opens the downloaded file if it
can.

I’ve noticed that Skim has a Downloads window. However, I can't find any
