and the result is the same, does anyone have any idea what might be

servers for peers, but the recon process don't start

I am looking for peers for a new SKS keyserver installation.
I am running SKS version 1.1.6 on agora.cenditel.gob.ve:11371.
I initially loaded a keydump from https://pgp.key-server.io/sks-dump,
dated 2016-10-23 Key-Count: 4468330 (I had this dump for my test
keyserver last year). This week
