I think you'll find it's a little distro dependent.

In RH you can edit /etc/sysconfig/keyboard

You can also edit .bashrc for individual login preferences

case `tty` in
        /dev/tty[0-9]) setleds -D +num -caps
        ;;
esac

Should work, at least it does on my Debian desktop.
