Jessop isn't really speaking Social Credit yet, making this hard to interpret.  Instead of Demand and Price, he should be talking about Money in People's Pockets and Price.  The imbalance between these CAN be measured, and the two can be made equal by systematically increasing Money in People's Pockets and reducing Price.  I say "systematically" because as long as technology continues to advance, it's an ongoing thing and no "national balance" is ever going to be struck.  If you like, you can say the dividend will be unnecessary when prices go to zero.

Production levels rising would not be a consequence of the national dividend/compensated price, and production levels rising would do nothing to fill the gap (for if it distributes money, by the same token it generates prices).  On the contrary, the elimination of compulsive growth and waste should make "production" levels fall.  You may say that REAL production will rise in the sense of efficient production of goods that are beautiful and functional and last.

Jessop does make a point in noting that there is an informal economy of local production (e.g., a backyard chicken flock) that is, of course, not financed by new credits and whose prices would be impossible to count.  The "side" use of the national money in this way would draw off, indefinitely, money needed to clear the production of the formal economy.  If this sector were very large, it would be a real logistics problem for social credit.  I don't have a solution but recognize the problem.
