ಬಸವರಾಜ್ ಸರ್ , ಕೇವಲ ಪರೀಕ್ಷೆಯನ್ನು ನಿಲ್ಲಿಸಿದ ತಕ್ಷಣ ವ್ಯವಸ್ಥೆ , ಕಲಿಕೆಯ ಪರಿಪೂರ್ಣತೆ ಲಭಿಸುತ್ತದೆ ಎಂದು ವಾದಿಸುವುದು ತಪ್ಪಾದಿತು. ಪರೀಕ್ಷೆ ಇರಲಿ ಇಲ್ಲದಿರಲಿ ಕಲಿಕೆಯ ಪರಿಪೂರ್ಣತೆ ಬರುವುದು, ಆ ವ್ಯವಸ್ತೆಯಲ್ಲಿ ಕಾರ್ಯಪ್ರವರತ್ತರಾಗಿರುವ ವ್ಯಕ್ತಿಗಳ ಪರಿಪೂರ್ಣ ಕರ್ತವ್ಯದಿಂದ ಮತ್ತು ಅಂತಹ ವ್ಯಕ್ತಿಗಳ ಕರ್ತವ್ಯದ ಇಚ್ಚಾಶಕ್ತಿಯಿಂದ ಎನ್ನುವುದನ್ನು ಮರೆಯಬಾರದು.ಎನ್.ಸಿ.ಎಫ್ ನ ಆಶಯವನ್ನು ಪರೀಕ್ಷೆ ಇದ್ದು ಕೊಂಡೇ ಸಾಧಿಸಲು ಸಾಧ್ಯವಿದೆಯೇ ಎಂದೂ ಯೋಚಿಸಿಕೊಂಡುಹೋಗುವಾ. ಏಕಾಏಕಿ ಪರೀಕ್ಷೆಯನ್ನೇ ರದ್ದು ಮಾಡುವುದು ಸಾರ್ವಜನಿಕರಲ್ಲಿ ತಪ್ಪು ಅಭಿಪ್ರಾಯ ಮೂಡುತ್ತದೆ. ಸರ್ಕಾರದ ಕಾರ್ಯ ವೈಖರಿಯನ್ನು ಅನುಮಾನದಿಂದ ನೋಡುತ್ತಾರೆ. ಪರೀಕ್ಷೆ ಎಂಬ ಭೂತಕ್ಕೆ ನಾನೂ ಕೂಡ ವಿರೋಧಿಯೇ. ಆದರೆ............
ಪರೀಕ್ಷೆಯನ್ನು ತೆಗೆದು ಹಾಕಿದರೆ ಆಗುವ ಲಾಭ ಎಷ್ಟೋ , ಅಷ್ಟೇ ನಷ್ಟವನ್ನೂ ಲೆಕ್ಕ ಹಾಕುತ್ತದೆ ಸರ್ಕಾರ. ಪರೀಕ್ಷೆಯನ್ನು ಏಕಾಏಕಿ ರದ್ದು ಮಾಡಿದಾಗ ಅನೇಕ ಶಿಕ್ಷಕರು ತರಗತಿಗೆ ಹೋಗುವುದನ್ನೇ ಮರೆತಾರು ಎನ್ನುವ ಭಯ ಇಲಾಖೆಗೆ ಇದ್ದೇ ಇದೆ. ಪರೀಕ್ಷೆಯೇ ಇಲ್ಲದಿರುವ ಪ್ರಾಥಮಿಕ ಶಾಲೆಯ ಪರಿಸ್ಥಿತಿ ಏನಾಗುತ್ತಿದೆ ಎಂದು ನಮ್ಮ ಎಂಟನೇ ತರಗತಿಗೆ ದಾಖಲಾಗುವ ಮಕ್ಕಳನ್ನು ಗಮನಿಸಿದಾಗ ಅರ್ಥವಾಗುತ್ತಿದೆ. ರಚನಾ ಮತ್ತು ಸಿಸಿಇ ಗೆ ಅಡ್ಡಿಯಾಗಿರುವುದು ಪಬ್ಲಿಕ್ ಎಕ್ಸಾಂ ಅಲ್ಲ . ಇಲಾಖೆ ಶಿಕ್ಷಕರಿಗೆ ಹಾಕುವ ನಿರ್ಬಂಧಗಳು ಮತ್ತು ಪರೀಕ್ಷೆ ಮಾಡುವ ರೀತಿ, ಕ್ರಮಗಳು ಆಗಿರುತ್ತದೆ . ಪರೀಕ್ಷಾ ಪದ್ದತಿಗಳು ರಚನಾಕ್ಕೆ ಪೂರಕವಾಗಿಲ್ಲ ನಾವು ಶಿಕ್ಷಕರು ಯಾವ ಸ್ಥಿತಿಯಲ್ಲಿ ಇದ್ದೇವೆ ಅಂದರೆ ಅಪ್ಪ ನೆಟ್ಟ ಆಲದ ಮರವೇ ಆಗಬೇಕು. ಬದಲಾದ ವ್ಯವಸ್ಥೆ ನಮಗೆ ಒಗ್ಗದೇ ಇದ್ದಲ್ಲಿ ವ್ಯವಸ್ಥೆಯೇ ಕೆಟ್ಟದು ಎಂದು ತೀರ್ಮಾನಕ್ಕೆ ಬರುವುದು. ಇದು ಅತ್ಯಂತ ಅಪಾಯಕಾರಿಯಾಗಿರುವುದು. ವ್ಯವಸ್ಥೆಯಲ್ಲಿರುವ ಲೋಪವನ್ನು ಸರಿಪಡಿಸುವ ಕೆಲಸವಾಗಬೇಕೇ ವಿನಃ ವ್ಯವಸ್ಥೆಯನ್ನೇ ದೂರುವುದು ಗೇಲಿಮಾಡುವುದು ಸಮಂಜಸವಲ್ಲ ಅನ್ನಿಸುತ್ತಿದೆ. ಯಾವುದೇ ನೀತಿಯನ್ನಾಗಲೀ ಯೋಜನೆಯನ್ನಾಗಲೀ ಜಾರಿಗೊಳಿಸುವಾಗ ಅದರಲ್ಲಿ ಸಾಕಷ್ಟು ವ್ಯಕ್ತಿಗಳು ಕಾರ್ಯಪ್ರವೃತ್ತರಾಗಿ ಯೋಚಿಸಿ ಜಾರಿಗೊಳಿಸಿರುತ್ತಾರೆ. ಆದರೆ ಜಾರಿಯಲ್ಲಾಗುವ ವೈಫಲ್ಯದಿಂದಾಗಿ ಅದು ರದ್ದಾಗುತ್ತದೆ ಅಥವಾ ಹಾಳಾಗುತ್ತದೆ. ಹಾಗಂತ ಯೋಜನೆಯ ರೂವಾರಿಗಳು ನಾಲಾಯಕ್ಕು ಜನರು ಎಂದು ತೀರ್ಮಾನಕ್ಕೆ ಬರಲು ಸಾಧ್ಯವಿದೆಯೇ? ಶಿಕ್ಷಕರಾದವರು ಬದಲಾವಣೆಗೆ ಹೊಂದಿಕೊಳ್ಲಬೇಕಾಗುತ್ತದೆ. ಜಗತ್ತು ಬದಾಲಾಗುತ್ತಿದೆ ಎನ್ನುವುದು ನಮಗೆ ಅರಿವಿರಬೇಕು. ಅದಕ್ಕೆ ತಕ್ಕಂತೆ ನಮ್ಮ ಶಿಕ್ಷಣ ವ್ಯವಸ್ಥೆ ಬದಲಾಗಬೇಕಾಗುತ್ತದೆ. ನನಗೆ ಕುಣಿಯಲು ಬರುವುದಿಲ್ಲ ಎಂದು ಕುಣಿತದ ಹಾಡೇ ಸರಿ ಇಲ್ಲ , ಕುಣಿಯಲು ನೆಲವೇ ಸರಿ ಇಲ್ಲ ಎಂದು ಹೇಳಬಾರದಲ್ಲವೇ? ಶಿಕ್ಷಕ ಮಿತ್ರರೇ , ನಾನು ಯಾರ ಅಭಿಪ್ರಾಯವನ್ನೂ ಖಂಡಿಸಿದ್ದಲ್ಲ. ನನ್ನ ಅಭಿಪ್ರಾಯ ವೈಯ್ಯಕ್ತಿಕ . ಯಾರಿಗಾದರೂ ನೋವಾಗಿದ್ದರೆ ಕ್ಷಮಿಸಿ.
