My bad. The command is sofsip_cli, not sofsip-cli. Now the application
runs.

I figured out my problem with the 503 DNS Error. When specifying an IP
address of my local SIP server, I should not have appended .com on the end
of it. I replaced the .com with the port number :5060 and now the
REGISTER message goes out.

Well, I read the sofsip_cli documentation wiki and that answered my question
about setting the contact (it is a command line specification
(i.e. --contact=sip:*:...).
Now it appears everything I need is working with sofsip_cli (with audio
intentionally excluded). I am able to register
