It's a security thingy, here's a solution from the MS site:

in short:
1. Right-click the CHM file, and then click*Properties*.
2. Click*Unblock*.
3. Double-click the .chm file to open the file.

Thanks! Until now, I was still using the 2011 chm when possible. Although
outdated, for simple tasks it was still faster and more useful than the
2012 and 2013 HTML version. The html idea is good i think, but It feels
like it came out 10 years early.

Check for an “Unblock” button in the file properties.

Many thanks, the local help give result to work with, like the old one.
The online help seems a little bit buggy, GetActiveLayout has no result,
but offline it works.

It seems to be working for me, though it keeps complaining that Opera is not a
supported browser and that it has a time penalty of several seconds upon
opening the start page
since it seems to load load down the entire SDK help file in the beakcground
each time.
siClose is also not listed in the index. It seems that it is this
particular command that is missing from the
help documentation.
