there where several reasons/motivations:
- I didn't think of moving ntp to the external dir at this time
- what license name should we agree on (doc/3RDPARTY lists
'BSD-like') - is this now UDEL/MILLS or can we settle for 'bsd' ?
- I am no sure how to sensibly move there - we have some local
adjustments that need to be preserved
- It would take me longer than I can currently afford the time.
A good place the start using external/ would be when 4.2.6 comes out
(real soon now :-)). That version has
massive changes anyway (and also adds new components if they are deemed
useful) and some config rules
in the PPS area also change.
So that would be the time to make the switch and worth the effort.
