We use cron to run a "date checker" type script. The date checker script
can add the functionality you describe (first Monday).
The script will determine whether or not to execute a python scheduler
script. (this uses the python API to schedule updates)

I just built a new spacewalk 2.8 repo and started syncing packages to it about

'' rather than an actual channel label, like this:
spacecmd softwarechannel_regenerateyumcache centos7-x86_64-updates
Substitute the channel label for the one you're using.

might also happen when spacewalk do not re-generate the metadata.
Look for /var/cache/rhn/repodata// and remove all files.
After this trigger a re-generation maybe with
$> spacecmd softwarechannel_regenerateyumcache
wait until the generation is finished (no .new files in the cache dir)
Yes , I have checked that but didn't work , also when I run zipper dup , it is
showing so many updated and when I installed updated using dup , and reboot the
servers nothing change and every update still available as it is .
