This does not impact the tag/value specification - just RDF. In 1.2, an SPDX document could only describe a single package. In RDF, a property in the SPDX document "describesPackage" is used to relate the document to the package it describes. In 2.0, an SPDX document can describe any number of packages AND files. We can continue to use "describesPackage" to relate the document to all packages it describes. I plan to introduce another property "describesFile" to relate files to the document. Since this is implicit in the tag/value there is no need for these properties (i.e. the fact a file or package is contained in the tag/value file implies it is being described by the document). The description for this property will be " The describesFile property relates an SpdxDocument to the file which it describes." Let me know if you have any questions or concerns with this change.
