We tried to discuss this for a bit on the call today, but realized more
info was really needed to have a meaningful discussion. Perhaps Guillaume
or Daniel could flesh out a use case scenario, as well as more details on
how this would work, what it would take to implement, etc.

I just updated the meta-tag proposal page on the Wiki in the introduction
section. We had discussed on the general meeting this morning, that this was

David's point about the short identifiers not being completely immutable is a
good one as well. As much as we aim to make them so, extreme statements like
that are usually an invite for contradiction later :)

I would agree with Oliver's point, as well as Kate's - that we should be
consistent with what is already defined in the standard. Oliver has concisely
summarized the information you would expect to find in the SPDX document for
the file level information for a file that has no license info in
