Title: Military colonel appointed to University of Theatre

Col. Gábor Szarka, former Chief of Staff to the Minister of
Defense in the second Orbán government, was appointed chancellor of
the arts university by a board of directors recently installed by the
government.

Following his appointment, the students blocked Szarka from
entering the campus, a continuation of the month-long occupation and
blockade of the university in response to an intensifying conflict
between students/professors and the new board of directors. Students
maintained that they consider the board illegitimate, and vowed to
continue the blockade against all new leadership until their demands
for autonomy are met.

On Wednesday night, one month after occupying a campus building
on Vas Street in Budapest, students placed another building under
blockade. A student forum voted Wednesday night to occupy the film
faculty building on Szentkirályi Street after the university's
previous leadership -  including the acting rector, deputy
rector, and the heads of each of the university's faculties - joined a
student demonstration as their mandates expired following their
resignations in August.

[spectre] Poland and Hungary Use Coronavirus to Punish Opposition

Title: Poland and Hungary Use Coronavirus to Punish
Opposition

BRUSSELS - Authoritarian-minded leaders around the world have
used the coronavirus emergency to consolidate power. In Europe, the
governments of Poland and Hungary have done that and more. They have
managed to turn the crisis into a windfall and punish their political
opponents, too.
In a hasty effort to show that it was doing something to help during
the virus crisis, the European Union repurposed 37 billion euros -
about $40 billion - in structural aid funds, designed to help newer
and poorer members, for virus aid. The result: Hungary and Poland each
got considerably more money than virus-ravaged Italy or Spain.

[spectre] Coronavirus kills its first democracy

2020-03-31 Diskussionsfäden János Sugár
Title: Coronavirus kills its first
democracy

You could say that Hungary was already "immunocompromised." A
decade under the nation's illiberal nationalist prime minister,
Viktor Orban, has corroded the state's checks and balances, cowed
the judiciary, enfeebled civil society and the free press, and
reconfigured electoral politics to the advantage of Orban's ruling
Fidesz party. So, when the coronavirus pandemic hit, Budapest's
ailing democracy proved all too vulnerable.
On Monday, Hungary's parliament passed a controversial bill that
gave Orban sweeping emergency powers for an indefinite period of time.
Parliament is closed, future elections were called off, existing laws
can be suspended and the prime minister is now entitled to rule by
decree. Opposition lawmakers had tried to set a time limit on the
legislation but failed. Orban's commanding two-thirds parliamentary
majority made his new powers a fait accompli.

[spectre] no go topics in state media

2020-03-02 Diskussionsfäden János Sugár
Hungarian state media bosses told staff they need
permission to report on Greta Thunberg and EU
politics, and banned coverage of reports from
leading human rights organizations, according to
internal emails obtained by POLITICO.
Editors working in state media are provided with
lists of sensitive topics, and any coverage
related to the issues mentioned requires staff to
send draft content for approval from higher up,
the internal correspondence shows. In the case of
Thunberg, the Swedish climate activist,
journalists were told they need permission before
they even start writing, according to one email.
Hungary is currently subject to the EU's Article
7 censure procedure, triggered when the bloc's
fundamental values are considered at risk in a
member country. The European Parliament launched
the procedure in 2018, citing media freedom as
one of many issues that gave cause for alarm.
Prime Minister Viktor Orbán's government has
dismissed such concerns.

[spectre] Hungarian Academy of Sciences stripped of its research network

2019-07-02 Diskussionsfäden János Sugár
Despite demonstrations and loud protests, today, leader of the
Ministry for Innovation and Technology, presented the bill to the
National Assembly, which would completely reshape the Hungarian
Academy of Sciences (MTA) by stripping it of its assets and allow
governmental control over the 200 year old institution.

The Hungarian Government's intention to bring about changes in the
way Hungarian scientific life is funded first manifested itself last
June when the 2019 budget proposal intended to place the Ministry of
Innovation and Technology in charge of around two-thirds of the
Academy's funding. The scientific community strongly objected to this
proposal, many said that it would endanger academic freedom in
Hungary. Following several bouts of negotiations and several
alternative proposals put forth by the MTA, the mostly one-sided
dispute that lasted almost a year ended at the beginning of June.

[spectre] "slave labour" law in Hungary

2018-12-15 Diskussionsfäden János Sugár
Protests have broken out in Hungary after the country's parliament
passed new labour laws, which have been labelled "slave labour" by
opponents.

New rules mean companies can demand up to 400 hours of overtime a
year and delay payment for it for three years.
Police used tear gas against crowds on the steps of the parliament
building on Wednesday night as crowds gathered.

They were also angry over a second vote to create a new system of
administrative courts controlled by the minister of justice, which
critics fear will not be independent.

[spectre] Frida and Billy in Hungary

2018-08-28 Diskussionsfäden János Sugár
A pro-government newspaper has criticized a hugely popular exhibition
of her work at the Hungarian National Gallery in Budapest for
"promoting communism".

In a July 14 article entitled "This is the way communism is promoted
using state money", the Kahlo exhibition was listed in the right-wing
newspaper Magyar Idok along with some other galleries, artists and
exhibitions.

"You won't believe it but Trotsky has emerged in Budapest again, this
time from Frida Kahlo's bed," the newspaper wrote, referring to her
affair with Leon Trotsky, a key figure in the Bolshevik seizure of
power in Russia, during his later exile in Mexico. Trotsky was
assassinated in 1940.

In June, Magyar Idok also published an article by a guest commentator
who accused the musical Billy Elliot in the Hungarian State Opera of
spreading homosexual propaganda among its young audience. Billy
Elliot has been on the program for two years, with over 100,000
viewers so far.

Title: banning gender studies in
Hungary

BUDAPEST (Reuters) - Hungary's government will stop financing
gender studies university courses, Prime Minister Viktor Orban's
chief of staff said on Tuesday, marking one of the first concrete
steps in a cultural shift signaled last month.
https://www.reuters.com/article/us-hungary-government-education/hungary-to-stop-financing-gender-studies-courses-pm-aide-idUSKBN1KZ1M0

The Orbán regime introduced legislation to shut down accredited
gender studies programs offered by universities in Hungary. Academics
now have 24 hours to respond to the government's plan. The ban will
primarily impact students at Eötvös Loránd University in
Budapest (ELTE)-the only institution in Hungary, other than Central
European University, to offer gender studies at the graduate level,
and the only one to provide this program in Hungarian.

[spectre] We stand with the Archive. Do you?

2018-06-04 Diskussionsfäden János Sugár
"The man, who wants to act, has not really huge
opportunity for action. But there is no moment,
when one could not do something." (György Lukács)

On 24 May 2018 the last research associate of the
Georg Lukács Archives of the Hungarian Academy of
Sciences was banned from the Archives after
twenty-eight years of employment. Despite local
and international protest, the Academy, with the
assistance of its own library, closed the
archives of the only world-renowned Hungarian
philosopher, which has existed since 1972. The
Archives ceased to exist as a resource for
international researchers, by replacing the locks
on its doors.

The Lukács Archives International Foundation
(LANA) is working to preserve the philosopher's
legacy. We who have had the opportunity to work
at the Archive, and/or who have enjoyed the
support and help of the Archive in our research,
and for whom access to the Archive's holdings is
essential to our future work, stand with them.

We therefore call on the Hungarian Academy of
Sciences, and its library to reverse this
decision, which will have a destructive impact on
our work, and on the work of countless other
researchers in many academic disciplines.

Please share this petition with as many pertinent
organizations and/or concerned individuals as
possible, as this invaluable archive is under
threat of total closure, and this may be our last
chance to save it.

[spectre] Cas Mudde on Hungary

2018-04-10 Diskussionsfäden János Sugár
Title: Cas Mudde on Hungary

original to:

Orbán's Hungary is not the future of
Europe: it represents a dying past

Cas Mudde

The declining birthrate and brain drain
are likely to continue, as a fearful Hungary turns in on itself ever
further

On Sunday Hungarians went to the polls to
elect a new parliament. At stake was the fate of the prime minister,
Viktor Orbán, whom international media love to describe in dramatic,
but ultimately euphemistic, terms such as "Europe's bad boy" or
"Europe's flame thrower". Based on the near-final results, Orbán's
Fidesz-KDNP "coalition" won a staggering 48.9% of the vote, up by
4%, and a new constitutional majority of 134 seats.

They were followed, at a considerable distance, by the Movement for a
Better Hungary (Jobbik), the notorious far-right party that had
campaigned on a relatively moderate anti-Fidesz-corruption platform,
with 19.3% and 25 seats - a loss of almost 1%, but a gain of two
seats. The centrist coalition vote was split over three parties this
time.

The Hungarian Socialist party-Dialogue for Hungary (MSZP) coalition
got 12.25% and 20 seats, whereas the Democratic Coalition (DK) got
5.54% and nine seats. In 2014, the two had contested together under
the misnomer "Unity" and had achieved almost 8% and nine seats
more. The nominally Green "Politics Can Be Different" (LMP),
finally, got 6.9% of the vote and eight seats, a gain of 1.6% and
three seats.

Orbán has been in power for eight straight years, during which he
first transformed Hungary from a troubled liberal democracy into an
illiberal kleptocracy, before taking on the European status quo, and
in particular German chancellor Angela Merkel, on a broad variety of
issues, but most notably immigration policies.

He regained power in 2010 with a relatively moderate conservative
agenda centered on a vague program of change. He used his two-thirds
majority to change the constitution, appoint cronies to each and every
new and old political institution, and lay the groundwork for a
long-term reign. His electoral engineering paid off in 2014, when his
Fidesz-KDNP "coalition" maintained its constitutional majority on
the basis of the votes of "Hungarians abroad" - Hungarian speakers
in bordering countries, whom Orbán had offered Hungarian
citizenship, for which they rewarded him by voting almost unanimously
for Fidesz-KDNP.

Since then Orbán has further consolidated his "illiberal state"
at home, while becoming the most influential voice of the radical
right in Europe abroad. Putting traditional radical right leaders like
Marine Le Pen and Geert Wilders in his shadow - both openly support
him and Orbán has met several radical right leaders, including
Wilders, who has a Hungarian wife - Orbán has adopted all the
far-right conspiracy theories and has build his campaign and regime on
them.

Over the past years the Orbán government has paid tens of millions
of dollars for nativist campaigns against immigrants, including a
failed referendum, as well as the European Union. Barring a few
remaining outlets, the Hungarian media has been made into a propaganda
machine of the regime, bombarding the citizens with terrifying stories
about (Muslim) immigrants, while staying silent on the massive
corruption scandals surrounding the Orbán kleptocracy.

Polls had consistently shown that this was successful and they turned
out to have been largely accurate. Many in the opposition had believed
that if turnout was high, Fidesz would be vulnerable, and some
delusional opposition leaders even openly spoke of forming a
government. But while turnout was indeed high across the country, the
highest in this century, it was up both in the pro-government
countryside and in the pro-opposition capital. The net effect seems to
have been marginal or possibly even strengthening Fidesz.

Hungary has an electoral system with the highest disproportionality in
terms of translating votes into seats of all the EU member states - a
well-engineered outcome from the previous election reform, but there
is no denying that Orbán is by far the most popular politician in
the country. Similarly, while the OSCE published a "damning verdict"
on the elections, which might have been "free" but were certainly
not "fair", the opposition was mainly defeated by its own
incompetence. The price that they, and their supporters, will continue
to pay for this could become even higher.

In his last campaign speech, Orbán explained to his supporters what
was at stake: "For us Hungary comes first; for them George Soros and
the power he offers comes first. Because for power and money they are
capable of anything." In a previous Facebook post, he had already
warned that "we must stop any organization that promotes illegal
migration for ideological or other reasons that have no democratic
mandate".

On election night, the secretary of state for public diplomacy and

[spectre] Hungary: new NGO law passed

2017-06-24 Diskussionsfäden János Sugár
The Hungarian Parliament passed a new law on non-governmental
organizations today, which is widely thought to attack civil society
in Hungary and has been criticized by the European Commission. The
Hungarian Civil Liberties Union (TASZ) said it will apply civil
disobedience.
The approved law requires groups receiving more than 24,000 euros
annually ($26,000) in overseas funding to register as
"foreign-supported" and disclose their foreign donors, or face
closure. The legislation resembles a law passed in Russia in 2012,
which requires NGOs receiving foreign funding to register as "foreign
agents."

Re: [spectre] Lex CEU

2017-04-05 Diskussionsfäden János Sugár

folks,

what in hungary is going on is not nationalism, but ethinicism,
big difference.

Gáspár Miklós Tamás:
/.../
To get as far as they possibly could from
democratic nationalism-which is a variant of
classical republicanism: political equality and
self-determination-they engaged in what I called
ethnicism: an apolitical, destructive practice,
opposed to the idea of citizenship. Transylvanian
Hungarians were in the first ranks of the 1989
Romanian revolution, which they were
repudiating-as it was 'foreign'-within a few
months, after having been victims of Romanian
pogroms. Common citizenship appears as a chimera.
Small wonder though: citizenship and
civic-democratic nationalism are dependent on the
state, annihilated by neo-liberal politics.
Nationalism has reunited small principalities in
large states-Italy, Germany, Romania,
Czecho-Slovakia, Poland, Yugoslavia, maybe even
Soviet Russia. Ethnicism has destroyed them and
created miserable little statelets, provincial
and barbarous, dependent on international finance
and local mafia for their livelihood. In this
respect, Eastern Europe is not variegated. It is
an area of fear where a plastic replica of
tribalism appears soothing and homey.

(btw in Hungary only government politicians and right wing-media
calls CEU as Soros university)

Over 1,000 cognitive scientists, including 2 Nobel Laureates, have
signed a letter to Hungarian authorities calling on the government to
withdraw the proposed legislation and maintain academic freedom and
scientific excellence. Signatories from over 30 countries include 10
Harvard professors, 10 Yale professors, 12 MIT professors, 8
directors of the Max Planck Institute, 25 University of California
professors, 14 New York University professors, and members of the
Royal Society and the British Academy, among others.

"We are writing to express our dismay about the proposed legislation
that would effectively end a 25-year history of scientific excellence
in Budapest. As an international body of psychologists,
neuroscientists, and cognitive scientists, we can tell you that our
colleagues at Central European University are among the most
respected in the world. Their intellectual legacy has had a global
impact. We believe any city should count itself fortunate to have
such a renowned center of academic excellence in its midst.
The proposed legislation will make it effectively impossible for CEU
to continue to occupy its current position as one of the foremost
scientific institutions internationally. We respectfully ask that you
preserve CEU's ability to act as a center of leadership and
innovation in Hungary and the world by withdrawing this legislation. "

[spectre] Hungarian government chasing CEU

2017-03-29 Diskussionsfäden János Sugár
Central European University (CEU) expresses its opposition to
proposed amendments to Act CCIV of 2011 on National Higher Education,
tabled in Hungarian Parliament today. After careful legal study, CEU
has concluded that these amendments would make it impossible for the
University to continue its operations as an institution of higher
education in Budapest, CEU's home for 25 years. CEU is in full
conformity with Hungarian law. The proposed legislation targets CEU
directly and is therefore discriminatory and unacceptable. CEU calls
on the government to scrap the legislation and enter into dialogue to
find a solution that allows CEU to continue in Budapest as a free and
independent international graduate university.
"Any legislative change that would force CEU to cease operation in
Budapest would damage Hungarian academic life and negatively impact
the government of Hungary's relations with its neighbors, its EU
partners and with the United States," said CEU President and Rector
Michael Ignatieff. "I call on the government to enter into
negotiations with us to find a satisfactory way forward that allows
CEU to continue in Budapest and to maintain the academic freedoms
essential to its operation."
