I'm confused. I had understood that there were two kinds of problem you
were having:
(A) internet connection is not established automatically when the system
boots; however it can be started by hand by doing "pppd call speedtch".
(B) internet connection is not established automatically when the system
boots, and running pppd by hand also fails to start it.
When I asked you the following

I meant you to do this when in case (B). From the info you sent,
I couldn't see any reason why you wouldn't be able to connect,
which is why I asked you to confirm that you were suffering from
(B) when you gathered this info, but from what you say it looks
like you were in case (A). Sorry if I wasn't clear about this.
As for problem (A), can you please send the contents of the file
/etc/init.d/dial
and also the result of doing
ls -l /etc/init.d/dial
