the intention is clear, collapse the movements (sum up relative
movements) to avoid a queue getting too big. If you need a larger queue you
can simply change the check on spice-gtk.
One question is however why you want all events. About naming and
readability I think a "unacked_motion_count"

sorry for the late reply.
More than replacing, which would cause a regression, an idea would be to
add support for that new JPEG "dialect".
It seems to have some advantages and the features added would help (they
reduce network usage with similar processing costs).

Limit the number of agents that can be connected.
Avoids reaching the maximum number of files in a process.
Beside one file descriptor per agent the daemon open just some
other fixed number of files.
This issue was reported by SUSE security team.

All paths already pass some data to quic_decode_begin but for the
