Dampers are used to mitigate against migration between fire areas. Since this sounds like an air handler only (or perhaps electric heat strips) that's moving the unit air you don't need dampers. The current code for this area is NFPA 13R, 2007. I am in a discussion with an engineer regarding the need for sprinklers in a mechanical closet located on a balcony. My stance is that they are needed, and the engineer is in disagreement stating that he has done this same design all over the c
