Dampers are used to mitigate against migration between fire areas. Since
this sounds like an air handler only (or perhaps electric heat strips)
that's moving the unit air you don't need dampers. Certain jurisdictions
like protection in storage outside closers on decks because the more

This is what always made me believe that it was needed. The code says
unprotected penetrations. Since the duct work did not have fire dampers I took
that as an unprotected penetration.

I know you are using 2007 edition, but the 2013 edition's introduction states
"Further clarification
