Maybe I'm reading this incorrectly but the system demand or required
pressure should be lees than the static.
If the static were less then:
1.) Age of system? Has area of building's location experienced an
increase in demand due to growth?
2.) Utility system fed from elevated tank? Elevation of water within
tank? Pumps active, has utility decreased their pressure due to age of
their system?
