Piping Passing Over a Panel / Controller

I am having a discussion with another designer. Can piping pass over top of a fire pump controller? I have always viewed these as basically an electrical panel and avoided pipe to be run over the top. The other gentleman is stating they do not fall under those requirements. What is your opinion
