Negative. It can still be connected to the fire pump and be a manual wet 
standpipe. It only becomes an automatic standpipe if/when the fire pump and 
water supply is sufficient for the standpipe to operate properly without the 
fire department providing flow/pressure through the FDC.

And, although the answer to Brian’s initial question seems kind of obvious, you 
might be surprised to find out how many reviewers/AHJs/etc see a fire pump on a 
project and immediately assume that it has to be sized for the standpipe demand 
(automatic standpipe). I’ve definitely gone through the “it has a fire pump, 
therefore it must be an automatic standpipe” dance a time or two.

Yes, the answer is in your question since a manual wet standpipe requires a 
fire truck. If you were to connect the standpipe to the pump it would no longer 
be a manual wet standpipe - it would be an automatic wet standpipe.
