I think it is addressed clearly in 8.5.5.3.2 which states that
Sprinklers shall not be required under obstructions
that are _not_ fixed in place such as conference tables. (emphasis
mine) I would think you could make an
excellent case that bunk beds are not fixed

I ran into this several years back doing a retrofit for a fraternity or dorm
(can't remember) for ASU. We were req'd to put the HSW under the upper
bunk. We put the head guards on to try to protect it some. It was all
exposed.
I don't recall hearing any issues where the kids set the
Movable furniture such as Conference tables are referenced and sprinklers
would not be required under them.

Sprinklers below bunk beds? At some point we need to use some reason
here. That's probably the reason it isn't specifically addressed.
Otherwise what's next, sprinklering in dresser drawers?
