Wouldn't there also be an energy cost to a circulating system? Every piece of
pipe will pass heat to the refrigerated space. There is a cost to that. Then
the refrigeration system needs to run to remove that heat and blow it off to
the atmosphere. Or are you intending on intercepting some of tha
NFPA 13, 2010 22.1.5, Working Plans for Automatic Sprinkler Systems with
Non-Fire Protection Connections, may be of help. Granted the appendix shows
heaters being connected to the sprinkler system with 286 degree sprinklers, but
this may of some assistance.

Also, heat tracing is not approved for protecting an entire system. That is
not it's intent.

commercial, industrial or residential?
