23 sqft per head in a light hazard corridor should be enough. With 7 psi you have a 0.66 density. The skylight section is poorly written. We ran into a project with four 2'x2' skylights two feet apart. The letter of the standard would require a head in each but we left them out and the AHJ didn't

You need to discuss the issue with the AHJ but go armed with some ammo (such as why the 10 ft requirement is there). I did an article for the NFPA Journal in 2004 discussing just this issue (a copy is on our web site, link is below). http://www.firesprinkler.org/techservices/articles/
