I agree with all the points raised - particularly with the need for solid
hanger support. I'm not sure which editions you are currently using in your
area but I do point out the following:
NFPA 13R-2002 Edition Section 3.3.6 indicates that dormitories are within
the scope of 13R.
NFPA 13D-
Of the half dozen or so I've worked on, all have been 13R. I spent several
years in one of these things (not telling which!) I think a sorority/frat is
way too much of a stretch for a 13D design.

I consider these to be more like dorms and so 13R. Too many people to
call it an SFD. These are pretty much over-crowed houses and I think
there's a lot of egress issues, risky behavior, a transient (not
street person but more hotel guest) attitude, and a just general
higher fire hazard pot
