Of course the manual bypass is to refill the system.
I’m a little shocked the system filled in anything near a half hour through the
air maintenance device. Did the air compressor cycle on and off during refill?
If so you’re checking AMD, not the compressor.

So if the AMD (w/bypass valve closed) is the bottle-neck, how is a larger
capacity air compressor going to make a difference? The intent is to fill
the system within 30 minutes with the bypass valve open, then close the
valve.

I agree with Mike M. I think that is an AHJ overstepping or
misinterpreting. I couldn't find any definitive statement in 2013 either
but common sense screams out the question "Why is the by-pass line provided
on the AMD if not to be used for filling on a listed assembly?"
Manufacturers are not
You might contact the manufacturer, several of them in their literature
explicitly spell out what it's for. The whole purpose of the automatic
maintenance part of the assembly is to keep air pressure up without
allowing too much in preventing a trip. The manual part is there for

In the past we have always done by that method but recently a AHJ made us fill
it with the by-pass
shut off.
We failed because it took 32 minutes to fill the system, now I'm having to
install a larger capacity
air compressor.

The actual air maintenance device is the small piping through the filters,
check valve and pressure switch or regulator on the assembly we usually
refer to as the "air maintenance device" already has a by-pass built-in in
the larger line that you usually shut off after filling the system
In the 2007 NFPA-13 Handbook A.7.2.6.2 Air Supply states that you could bypass
the air maintenance
device to meet the 30-minute criterion.
I didn't find it in the 2013 NFPA-13 code, I would like to know did I miss it
and what that allowed
in the 2010 NFPA-13 code.
