We have an AHJ that is using the 2002 NFPA 13 and doesn't care what is

bldg. They want column sprinklers installed with the ESFR's because
there is no specific exception (that I can find) for column sprinklers

The ESFR exception is in 2002 Section 12.3.1.7.1(3) but not carried to
12.4.1.1.1. You could check the code change documentation to see if the
change was viewed as a change in requirements or only a clarification
