I have the same issue running 7.9.0 all was fine up until the
Anniversary update.  However I have discovered that it won't load in
Chrome, Firefox or IE - it will load in Edge, and more bizarrely Chrome
in Incognito mode.  Tried removing A/V and firewalls, removing all
extensions from Chrome all to no avail.  However it will open the
settings page fine in all browsers.  I'm at a bit of a loss now to be
honest so any / all suggestions greatly received.

Stefan's procedure seems correct to me, it's also what I usually do when
I install a new machine. (There are also 'testing' network images to
install, but I think the end result is the same and it takes just as
long.)
