I have the same issue running 7.9.0 all was fine up until the Anniversary update. However I have discovered that it won't load in Chrome, Firefox or IE - it will load in Edge, and more bizarrely Chrome in Incognito mode. Tried removing A/V and firewalls, removing all extensions from Chrome all to no avail. However it will open the settings page fine in all browsers. If 'unstable' is supported, then so is 'testing'. Stefan's procedure seems correct to me, it's also what I usually do when I install a new machine. (There are also 'testing' network images to install, but I think the end result is the same and it takes just as long.)
