IIRC This sort of problem can happen if LMS is started before network
connection is up & running.

Click Start, type and select "uninstall a program". Isn't LMS on the
resulting list?
Alternatively, type and select "services". Scroll to LMS and set it for
"Disabled". Remove "Tray Tool" from your Startup program group.
