I have narrowed down the issue I had when upgrading to the fact that LMS
is starting without Admin rights on the server, and therefore fails to
open the right ports. See specific thread here :

Eventually, I have uninstalled LMS from my Server and re-installed
everything. Seems to have solved the problem. Doesn't explained what

Have you tried to connect to the server using a player.
If you have a Radio or Touch;
go to Home > My Music > Scroll to the bottom and select Library, there
might be a choice of two. (I think this is the correct path, I don't
have a player with me to confirm).

Of course I have tried IP Address:9000, and same thing, page can't be
reached.
I also looked at the Firewall on the Server, and LMS is listed in the
Aps allowed. Surprisingly, LMS appears twice in the list... could the
install of latest version have screwed the Firewall settings?
