Interesting, since choosing a HomePod or an Apple TV as the output
device does work... I wonder what's different?

Got it: MacBook analog out to powered speakers. I'd probably use LMS
"Local Player" plugin for that.

Just some active speakers. Its not my main system, so not majorly
concerned, but I thought it my work given its now regarded as an
airplay receiver.

I typically stream via airplay currently using LMS to my airport
express. Works fine. MacOS Monterey introduced the MacBook to be an
airstream receiver. The same MacBook is my LMS.
Using the iPad to use the web player it sees the MacBook as the receiver
but the song doesnt start to play and
