Squid 4.10 on Ubuntu 20.04
The configured program is started but not called (or the result not used)
The authentication window does not show up in the browser
All request are denied because acl proxyuser doesn't match
The same config runs on squid 3.5.27 on Ubuntu 18.04 and squid 4.13 on opensuse

It's unclear to me if I can use TPROXY for HTTPS traffic.
If I divert traffic and use tproxy in the Linux kernel and then set this in
squid:
https_port 3130 tproxy ssl-bump generate-host-certificates=on
dynamic_cert_mem_cache_size=16MB cert=/etc/ssl/squid/proxyserver.pem
