One thing by default installation http_access is set to deny all, look for

The I see you messages and router registration only indicates that the squid
portion of WCCP is working, if nothing is being redirected, then you need to
look at the ip_wccp kernel module as that is what is doing the real work.

No - it means that the packets being redirected by the cisco wccp process
are not reaching the ip_wccp module - make sure that the ip_wccp2.c file is
compiled as a module and loaded, ... And make sure that the ip_gre module is
not loaded at the same time
