udp_incoming_address is correct, I don't know why its breaking. Can you
send us a config file ?
You could of course just deny access to the port on the other cards for an
easy fix... Through some other mechanism.

This is a known issue with RHEL 3 release of Squid.

Hopefully this wil fix the problem.
