(usually /var/log/messages)
Can you connect to Squid using squidclient?
squidclient mgr:
(assuming you have the default http_port)

http_access allow noaccess !academic
http_access deny noaccess
Or if your next rules also allow access to these:
http_access deny academic noaccess
