In our setup ISA is being used as parent peer. The problem is that clients
cannot browse https Sites.(All http/ftp sites works fine)

Squid3 is installed

You need
never_direct allow all
Without that Squid will attempt to go direct when using a parent do not
make
i have tried this as well but not worked for me.
