already has this working with asterisk (which was patched to support this),
and he doesn't want to change the architecture... what can I say?

can you point me to the Spec, where SCTP is mandatory? It was never
mandatory, when we connected Kamailio to Ericsson, NSN, ZTE, Huawei, ... ;-)
Currently, it is not possible to use SCTP on Diameter, it's TCP only (i've
heard about some hacks...). But that's definitely on the roadmap.

as I can read in the docs is the support for SCTP possible via Module just for
SIP.
Is there a possibility to add SCTP support to Rx/Dx interfaces at ICSCF? As
read in the specs SCTP is mandatory for that interface…

I think this issue was fixed in packaging specs -- for your version you
may have to edit kamailio.cfg and uncomment the mpath parameter.

turn is about client side configuration, the signaling server side is
not involved when using a turn server.
So setup the turn server, start it and configure the phone to use it.
