just to note that starting with kamailio 5.1.0, there is a global
parameter that allows controlling to bind to non local ip from inside
kamailio.cfg:

Sorry, there really isn't.
What you can do is bind to an IP that is not currently bound to any network
interface on the system, using the kernel "non-local bind" option. Then that
listener will only take traffic once you bind the IP.
But that is only useful if you're dealing with a limited numb
