I am working on Kamailio (V 4.0)+ Mediaproxy server (2.5.2) running on
Ubuntu 12.04. I am experiencing some Latency, jitter, pixelled, choppy
video errors in my set-up. So i wanted to increase buffer sizes of my
kamailio server , Mediaproxy server and Ubuntu also.

Who gave you the idea that increasing memory buffers has ANYTHING to do
with jitter and latency? These are network problems and have nothing to do
with shared or package memory. Especially in case of kamailio + mediaproxy

This is the typical BLF case. Why don't you use BLF/presence to do it?
If you really want to do it from the script you can save all the required
info in a cache and retrieve it from there, instead of messing with the
dialog module.
