I don't know how to do this!     There has been a general desire to support 
mulitiple languages.   There were some examples around Subject, which don't 
apply directly here and they were dropped with Subject.

Can anyone provide details on how to encode it?

Was a solution for this ever discussed? This text is still there (XEP-0369, section 4.y), and I agree that XEP-0004 doesn't currently specify how to have multi-language values.
