Perhaps, but I follow that this is something that can be done in the
document, if you feel there's a sensible goal here.

It would still make sense to re-base it to re-use the syntax from XEP-0156, 
wouldn’t it?

Although I was -1 yesterday on HACX, I’d like to update that to +0. I think 
there’s sufficient difference in business rules that having its own number 
might not be inappropriate.
