Friedman (column, July 10) asks what comes to the reader's mind when he mentions the name Secretary of State Colin L. Powell, and answers, "Well, actually nothing." Would that it were so. What comes to my mind is a statement made by Gen. Colin Powell in early 1991. He said of the Iraqi Army: "First we're going to cut it off, and then we're going to kill it." I wish the secretary of state could do something to make me forget that the general ever said that.
