Can't build Struts WorkFlow component

Getting Ant build message: org.apache.commons.jxpath.JXPathContext not found. I 
have JAXP and JAXP1.1, XALAN, Xerces and tried using other struts "Commons" 
jars but the compiler still cannot find this package.
