Hi, It depends on what you want to do. If you wish to have a link to another page/action then your best bet is to use an html:link to a global forward.
If you wish to include content within a page then you could use a jsp:include but your best bet might be to use a templating mechanism such as the Tiles tag lib or the Struts template tag lib.
