Well, I think I've solved this mystery. I believe it's a bug in
ValidatorResources.get(locale,formname). The locale stored in the session
for IE was en_US and for Netscape/Opera was en. I set this up in the
browser's language settings. The default locale for my server is en_US.

to the validator folks.
This was fixed in Saturdays commons-validator.
