Even though "pgsql-9.5" debian/tests/control clearly mentioned that it
must be run as root.

Anyway that is another topic, but again that should be enough in term of
justification for releasing pam for Xenial.

There is no "not ok" tests. The failure seems to be the result of

Most of the failure are gone now just by restarting the test once again.
Only one left[1] but as you can notice, the failure seems to be there for quite
some time.
Last "pass" autopkgtest was in 2016-09-29 19:51:37 UTC.
I quiclky look and haven't seen any bug
