I have just sent a PR updating the user-manual in the part related to
SmartTrak import, and noticed there are no windows installers for
smtk2ssrf in the downloads page.
Tnere are appimages, but no .exe files, which used to be there.
May be this has something to do with the issue

I've found that I can't do ftdi download both on android and on desktop. As
usual, on desktop, regular USB download via /dev/ttyUSB0 works just fine.

Scubapro's LogTrak/JTrak (and probably older PDA's TravelTrak) is an
HSQLDB running from a Java application. AFAIK, there is no library in
C/C++ to access the db.
