I'm putting together custom spins with pre set activities for GPA.
It seems the recent spin I made either doesn't have the ethernet drivers
or they are failing to initialize.
I am using
http://git.sugarlabs.org/projects/soas/repos/mainline/trees/strawberry
to build the spins.
iirc, there are two options
openjdk packages,
and then Sun's Java.com downloads

As for Sugar there have been discussions about how to have java
applications bundled (.xo).

I just tested with Safari downloading an .xol from activities.sugarlabs.org
(there's only one I could find called Newbery, and no biology), and
the bundle downloaded correctly.
Were you trying to download from OLPC's wiki.laptop.org?
