 #11291 again?  Should have been fixed in sugar-toolkit.

This was fixed in 12.1.0 os12.

However, testing using the StopWatch activity directory showed that
Sugar still wanted git to be installed, and the directory to be a git
repository as well before setup.py would run the dist_xo target.

Yes, confirmed tested Clock 8 on Spanish and
it says: La hora es:'' (which is ok) and then it says hour in other lang
(French). There are translation issues, but this case seems like
functionality issue,
could be a regression or code lacking between versions?.
