What about a vernier dividing plate?
A plate or disc is divided into, say, 360 holes plus a center hole. Over this
is placed a second disc or arm with 10 holes taking up just 9 deg. which gives
a vernier precision of 1/10 deg. The laser could be fixed to the top plate
