Couldn't this be a big source of routing trouble in freenet? If the
vast majority of nodes aren't contributing to the network, then even
permanent nodes won't be able to find much (since they are bogged
down by transients).
I would like at least a third of my connections to be made to
permanent nodes. any suggestions for making this happen?

You are correct in the assumption. Freenet 0.6 will have bidi
connections, allowing all nodes to route. Imho this feature is one of
the killer features currently on unstable-net. Stay tuned for the 0.6
release ;)
